COUNCIL OF 5 FRAMEWORK
The Institutional Architecture for International Cooperation
The Council of 5 Framework is the principal institutional framework of the Saudi Business Council (SBC). It establishes the Council's methodology for developing, governing, and implementing international cooperation in support of the objectives of Saudi Vision 2030.
As an independent, non-profit, private-sector association legally registered in the National Register of Associations (Registro Nacional de Asociaciones) of the Ministry of the Interior of the Kingdom of Spain under Registration Number 633101, the Saudi Business Council has developed the Council of 5 Framework to provide governments, public institutions, companies, investors, universities, development institutions, and international organisations with a structured approach to responsible international cooperation.
The Framework recognises that contemporary international cooperation extends beyond traditional bilateral relationships. Effective partnerships increasingly require institutional coordination across multiple jurisdictions, sectors, and stakeholders. They depend upon governance, strategic alignment, evidence-based decision-making, and long-term commitment rather than isolated transactions.
The Council of 5 Framework was created to respond to this evolving international environment by providing a common institutional architecture through which qualified organisations can transform strategic dialogue into implementation-oriented cooperation.
Rather than functioning as an organisational chart or regional classification, the Council of 5 represents SBC's operating methodology for international engagement. It integrates economic diplomacy, strategic partnership development, institutional dialogue, knowledge exchange, responsible investment, and governance into a coherent framework that supports sustainable long-term collaboration.

Why the Council of 5 Exists
International cooperation has become increasingly sophisticated.

The Council of 5 Framework was established to reduce this complexity.

Arab Integration & Global Wealth Alliance
Strengthening institutional cooperation across the Arab region through investment, sovereign capital, regional integration, strategic partnerships, innovation, sustainable development, and international economic connectivity.
