What SBC Can and Cannot Do

SBC Cannot
- Represent any government or sovereign institution unless expressly authorized in writing for a specific purpose
- Issue licences, permits, visas, or regulatory approvals
- Guarantee investment opportunities, funding, procurement, contracts, or commercial outcomes
- Influence or replace governmental decision-making processes
- Provide legal, financial, regulatory, immigration, or tax advice
- Act as a chamber of commerce or governmental authority
All cooperation involving ministries, public authorities, sovereign investment entities, or governmental organizations remains subject to the legal mandates, governance procedures, and independent decision-making processes of the respective institutions.

Following receipt, the Council will review the proposal in accordance with its governance framework and may contact the organization should further dialogue be appropriate.
